Standing Rules
The Minnesota State PTA has adopted Universal Bylaws.  All Minnesota PTAs follow these bylaws, which are supplemented by local unit standing rules.

State and National PTA Affiliations Statement:   Bamber Valley Elementary School PTA is affiliated with National PTA and Minnesota PTA and as such is governed by the Unified Local Unit Bylaws and the Minnesota PTA Bylaws.

Annual Dues:   Each member of this PTA shall pay annual dues as may be determined by the organization. The amount of dues shall include the portion payable to the state PTSA as determined by the state, and the portion payable to the National PTA as recommended by the board of directors and approved by a two-thirds (2/3) majority of the voting body at the National PTSA Annual Convention

Quorum:  Quorum for each general meeting shall be 10 voting members.  Quorum for each board meeting shall be the majority of board members.

Meetings:  Regular meetings of the association shall be held. The frequency of the meetings (monthly vs. bimonthly, etc.) will be determined by membership vote at the final meeting of the previous year. Changes to the schedule or special meetings of the association may be called by the president or by a majority of the executive board, seven days notice having been given. 

Regular meetings of the executive board shall be held, the time to be fixed by the board at its first meeting of the year. A majority of the executive board members shall constitute a quorum. Special meetings of the executive board may be called by the president or by a majority of the members of the board, seven days' notice being given.

Officers:  Officers of this unit include the president, secretary and treasurer as designated in the bylaws.  Additional offices include:  past president and vice president.  Officers may share duties with a co-officer.

Officer responsibilities:  The duties of the president, secretary and treasurer are listed in the bylaws.

The vice-president shall:

a. Act as aide to the president;

b. Perform the duties of the president in the absence or inability of that officer to serve;

c. Perform such other duties as may be assigned by the association.


Election of Officers:  Officers shall assume their official duties at the close of the May meeting of the year they are elected. Elections shall occur at the general meeting prior to May.  


Standing Committees:  The executive board shall consist of the officers of the association, the past president, the chairpersons of standing committees, and the principal of the school or a representative appointed by the principal. The chairpersons of the standing committees shall be selected by the officers of the association. The standing committees of the Bamber Valley PTA consist of, but are not limited to: General Fundraising, Cultural Arts, Events/Activities, and Programs.

Special Committees:  The President of this association may, with the approval of the Executive Board, appoint special committee as deemed appropriate.  Special committees go out of existence when the work is completed and the final report is received by the board.

Convention Delegates:  Delegates (voting representatives from this association attending the annual meeting of Minnesota PTA convention) shall be appointed at a meeting of the board of directors.

New Business:  Members can raise new topics of business during the designated time at each membership meeting or in writing to a board member.

Standing Rules will be reviewed annually by the executive board.  Proposed changes to the Standing Rules will be voted on by the general membership.  The changes will be accepted with a majority vote.  Any updated Standing Rules should be sent to the Minnesota PTA office to be kept on file.
